French data privacy authority CNIL: Algorithmes under discussion

French’s CNIL has launched a public discussion on the use of algorithmes ; it will publish the results in a synthesis in autumn 2017.

The CNIL intends to establish a cartographic situation of the state of the public debate and the list of challenges and impacts as to algorithmes.

A majority of people believe that algorithmes are/ will be determinating more and more our lives.

French ‘s new Law on the digitalisation (since October 2016) has led French’s Authority to carry out an investigation on the ethical impact and social questions that impose the evolution of digital technologies .

Artificial intelligence reveals the importance of ( invisible )algorithmes which places an increasing importance in the every day life. Results from search engines , robots, automates on financial issues , medical and other diagnostics, studies, etc, play an increasing role in our way to reasoning. Algorithmes sollicitate a strong attention in the media, and proves worth to be looked at more closely.

The study covers issues such as eg : a new industrial revolution ? a simple improvement for the production ?

Will algorithmes menace the cultural opening ? A democratic pluralism ?

Or, are algorithmes the key to new ideas, contents, data, persons to which there is no access otherwise today ?

Between worriness and enthusiasm : how to reconcile intellectual property, and transparency ?

What about responsibility of public institutions, private actors ?

Who will be judging critical situations ?

Many French ministerial institutions will participate in the inquiry :

Minister of Education, of Cultural Affairs , Public Health and French elite educational bodies , Research and Justice Research departments.

The results will be published by the CNIL before the end of 2017.
